Study on the 74th Amendment

The 73rd and the 74th amendments to the Indian Constitution represent a major systemic change in the structure of government in India, providing for multi-level governance and empowering local governments.

This study illuminates the history of urban governance and the interplay between different governing bodies, with a focus on the recent experience after the introduction of the 74th amendment in 1993. Through secondary literature and detailed case studies from Chennai, Bengaluru, Mumbai, Kolkata, and Hyderabad, this project explores how courts have interpreted this constitutional mandate, especially with regards to the metropolitan planning committees (MPCs) mandated by the act, the resulting governance structures, and their effectiveness.
