Navroz K. Dubash is a Senior Fellow at the Centre for Policy Research, New Delhi.  

His current research looks at the emergence of a “regulatory state” in the developing world, with particular reference to infrastructure sectors, and to the interface between global climate negotiations and national policy instruments and politics. Other major areas of work include the political economy of energy in India and Asia, climate change policy, the role of civil society in global environmental governance, international financial institutions, and local institutions for water management. In addition to publishing in various journals he is also active in Indian policy fora and is on the editorial board of several international journals.

Dr. Dubash formerly held positions as Associate Professor at Jawaharlal Nehru University, IDFC Chair Professor of Governance and Public Policy at the National Institute of Public Finance and Policy (New Delhi), and Senior Associate at the World Resources Institute, Washington DC. He has a long history of engagement with civil society organizations, including as the first international coordinator of the Climate Action Network, from 1990-92. He has also consulted and conducted training programs for a variety of international and Indian institutions.

Dr. Dubash holds Ph.D. and M.A. degrees in Energy and Resources from the University of California, Berkeley, and an A.B. in Public and International Affairs from Princeton University.
