About the Talk
India’s heat action plans are an area of rapid policy diffusion and innovation. They have spread to at least 18 states, straddle state, city and local governments, and propose a very broad range of solutions. However, in a recent study of 37 of these plans at CPR, we found that these plans fail to identify local vulnerabilities, have a very static conception of heat as a hazard, and fail to build robust institutions and financing mechanisms for implementation. Addressing these challenges is crucial to a country that will warm rapidly and experience more heatwave days in the coming decades.

About the Speaker
Aditya Valiathan Pillai is a fellow with the Initiative for Climate, Energy and Environment (ICEE) at the Centre for Policy Research (CPR). He studies the social and economic consequences of climate impacts in India and South Asia, and the policies and institutions that can help adapt to these changes. He was previously a programme officer at The Asia Foundation, where he led the Foundation’s political economy research on transboundary river governance, regional electricity trade arrangements, and grain trade, and managed adaptation grants to civil society organizations.
